These are rubber and can sometimes be found hanging from below the seat of some Motobecane mopeds. They also look pretty sweet hanging from the side rails though or the cross bar of some handlebars.
Handy for holding spare plugs, plug wrench, travel bottles of oil, or whatever else you can fit inside.
